Mount Vernon Police District – As a result of an intense and lengthy investigation, homicide detectives have charged 31-year-old, Charles Kibler of Sausalito Place in Alexandria with § 18.2-32. Second degree murder in the death of 34-year-old Jose Anibar Cisneros which occurred on October 4, 2015. The warrant was served on Kibler on Monday, July 25 at the Fairfax County Adult Detention Center, where Kibler was incarcerated on unrelated charges. There are no other suspects in this case. UPDATE

Death Investigated as a Homicide 

The victim has been identified as 34-year-old, Jose Anibar Cisneros, of the 7200 block of Harrison Lane.

Detectives now have reason to believe this incident is a homicide; however the Office of the Chief Medical Examiner will determine official cause and manner of death. An autopsy will be performed sometime later today.

The only suspect information at this time is that two men were seen running from the area after the gunshot was heard.

Suspicious Death Investigation in Hybla Valley

Officers responded to the 7100 block of Groveton Gardens Road on Sunday, October 4, shortly after 3 a.m. when someone reported the sound of a gunshot and a man lying in the road. Upon their arrival, officers located the man with an apparent gunshot wound to the upper body. The victim was transported to a local hospital and was pronounced dead a short time later. Detectives from Homicide and Crime Scene are investigating this incident.
